I know not everyone loves The Batman Who Laughs because isn't really complex. But I just his design and I love voicing that character it's so fun to do. Roger Creaige Smith is Voicing him in two video games and I think he's great!!!

Batman wanted to see two things before he made a decision: 1.) what methods do they use? 2.) do they hold themselves to their own standards? The Justice Lords failed both because they were willing to use extreme measures and because they didn't hold themselves to their own rules.
Owlman and Ultraman will always be the best evil versions of their respective heroes because of how they perfectly mirror them and what they very well could’ve been under different circumstances

The problem with making a character evil, overpowered or the best there is in your comic book universe is that people will want more and the characters attributes will get boring the longer they exist. What’s the next level for Superman after fans gets bored with the most overpowered Superman? The constant need to elevate, the more you have to come up with ingenious ways to portray the characters. It’s never ending as long as the characters exist. It’s best to start off slow and weak and work your way up through the years.

My 2 favorite evil Batman's is Owlman and Flashpoint Batman. Out of all Evil Batmen Owlman is his own person and when talkin about blowin up prime earth to destroy the multi verse proves he's better than any other evil batman including the Batman who laugh who killed in the comics. The issue is that Superman has no evil counterpart written well at all. Batman has some that are pretty good. Owlman is goated, Prometheus is also underrated, wrath and scorn are also interesting, BWL is not for everyone, Failsafe is alright. Superman has no evil side half as interesting, they are all trash. Azrael is also interesting. The issue is that they shouldn't become oversaturated in media.

Nemesis comics are actually interesting. I like how the first comic series show Nemesis as some bored rich guy who decided to become a villain and cause chaos. Second being like Joker also makes him interesting.
I’d say I dislike the first comic for that very reason. He's such a shallow character whose actions are so horrid that you cannot justify what he did, no matter the kind of insanity he possesses. Not even the Joker would pull the type of crap he did. At least the one in the rebooted comic had tangible and believable motivations. Granted, it doesn’t justify what he did, but it’s easier to believe in the atrocities he's committing. It’s similar to the Joker, as you said.

The way they present Batman in comics as borderline unstoppable because he’s just soooo smart and soooo skilled honestly makes no goddamn sense and has never made any sense. Shit is impossible to take seriously and suffers the same flaws making flash impossibly fast suffers from, it’s completely unrealistic to the point that it’s not even realistic within the comic rules. It’s also completely unnecessary as Batman in previous adaptions was never this dominant, he was just a very intelligent detective who was good at fighting and deployed stealth very often as a means to avoid fights he can’t win. Just look at the Batman animated series from the 90’s. That’s a more accurate representation of Batman than anything we’ve seen in comics for the last 20 years.
It's been a long time since I read Tower of Babel so I might be wrong but there's something you failed to mention, Batman's contingency plans were meant to be non-lethal, however the villains that stole his plans reconfigured them into the messed up torture traps instead.
I re-read Tower of Babel again due to your comment and I can't recall reading anything about Ra's tweaking the plans to be more lethal. In fact, there's sections of the comic which detail the contingency's and they're exactly the same as the ones we see inflicted on the league members. I believe the adaptation, 'Justice League Doom' is the story in which the plans are made to be more lethal and not the comic. Although, I may have missed something.
