It depends on the kind of valve you have there. Yours may not have a manual override. The green box next to this one (in the thumbnail image too) has a shut off valve too. You might have one of those elsewhere if you look for it. Good luck!
For mine, on is clockwise and off is counterclockwise. If you're not certain you can apply pressure and see if it moves. If it doesn't move that way, try the other direction. (I don't know if all 1/4 turn ball valves have a universal on/off direction).
I have to correct my above comment. Counterclockwise is on for mine and Clockwise is off. Again, I don't know if that is universal for all valves, but that is what mine is.
You may have a leaky valve in that case, but make sure you open (or close) it all the way and see if it still fills up then. I’ve seen some valves that leak during transition, but not when they’re fully open or closed.
I just turned my sprinklers on for the season yesterday and noticed that the water does come out of the valve while it is in transition. If I left it part-way on it does leak water into the tube, but the water stops when it is fully open or closed. Not sure if that's the case with yours but double check to make sure it's all the way open or closed and then see if the water dissipates or keeps coming.

I don't have it either. Just a handle on a white pipe in a green box, and when I turn it parallel/on some of the sprinklers start working immediately.
