4th root of [81^(-2)] = 81^(-2/4) = 81^(-1/2) = [(9^2)^(-1/2)] = 9^(2*-1/2) = 9^(-1) = 1/9
solution to question 2:
let x be 1.33333333333... (i.)
then 10x = 13.33333333... (ii.)
subtracting (i.) from (ii.), we get:
9x = 12
x = 12/9 = 4/3
