Yup, sure is. At the beginning when creating a new layer, instead of filling it in with black just place you image in that layer instead. Just make sure you right-click that layer and click "add alpha channel" if it isn't already added

I have "Circular Motion Blur", "Linear Motion Blur", and "Zoom Motion Blur" and I cannot get the effect you get with any of those options. (GIMP 2.10.8)
In the beginning, why did you press on Alpha to Selection instead of just using the fuzzy wand tool to select the white text then transfer it to the layer mask?
The acrylic brush should be a default brush….it’s really a great brush to have if you don’t have it you can go to DEVIANTART down load for free. A couple of great people put downloadable gimp default brushes for people like me who tend to hit the wrong button and everything goes whacky

Scratch that, If you choose "Linear Motion Blur", You kind of get the same affect.
