You are telling small checks...below are two important points to check: 1. For Bbsr, Plot layout should be approved from BDA. If not within BDA jurisdiction then Development Authority. If sub-plot is registered without the layout approval, then construction plan approval will not be given. Check BDA website for the guideline on this. 2. All plotting projects should get registered with ORERA. Even if it is in remotest village. Check notification of housing and urban development department. Surprisingly, only 36 plotting projects are registered online in Odisha with ORERA. If these two criterias are met only then go for buying plot. Only paying money and registration of sub-plot is not sufficient. I can share relevant guideline/documents on this for larger interest of people.
