All those places were in reference to real world locations, Lt. Surge fought in World War II, and Ghastly and Raichu were out there wrecking Indian elephants. (and if you're wondering why Surge is there, the US has had military folks stationed there as a past of the post-war dearmament agreement) There's even an early lore book that goes into detail- the study of Pokemon started iirc in the 1800s in France. Professor Oak and Agatha's generation were the first actual modern trainers though, and the kids we play as are the first generation for whom Pokemon husbandry became mainstream. Pokemon went through this MASSIVE lore overhaul early into gen 2's development, and they retconned the series to take place in its own world without actual animals, but its just that- a retcon. One that happened so early on that only Japan got any media that referenced it, outside of the original game. (A pokemon world is just more flexible and marketable as a Fantasy Adventure than a relatively boring and grounded urban fantasy) But if you do a little digging, you can find it, especially in the scraps of the early version of gen 2. (They basically made Gold and Silver twice, after all- to the point that their first round of gen 1 Pokemon sprites got largely recycled for rereleases of gen 1) But if you ever wondered why gen 2 had scientists flipping their lid over a Pokemon egg, that's a leftover from the idea that humans had only been wrangling mythical creatures for a few decades, and were literally in the dark about their methods of reproduction. hGSS retconned this into everyone being exasperated at Mr. Pokemon over making a fuss over nothing, but i the original games it was, indeed, a momentous occasion. This all makes sense when you look at that early lorebook I mention, which explains that people didn't even know whether some Kanto Pokemon even evolved into each other. Your filling out the pokedex really is helping science advance tremendously. Did You Know Gaming did a whole translation project on that, btw. It would fit quite well in a legends type game set in the past, where a more violent form of Shellder have been crawling onto land and are threatening humans and common pokemon.
