It could be said that this game is quite similar to Megaman Legends 1, I mean: it has few areas, nice graphics even today, it's finished in a few sessions and the main incentive is in the story, collecting pieces and interacting characters. But boy, it works very well.

Yes, perfect comparison. I've always felt this way too, one of my favourite games for the PS2. A spiritual successor to the Legends Series.
