You can. Generally speaking guest just have access to standard office 365 products (free for everyone). They don't get any licenses like users.

this question is actually from a previous video, but what meant by "replicating"? I think I get the gist of what it means but I want to understand it better.

In depends on the context, but it simply means to make a copy of something. But, in IT it mostly means waiting for a change to take affect somewhere else. This could be password change, office 365 license change, synching data between servers and etc.
Let's say you change someone to an E5 license but they still can't use it... that's probably because we need to wait for change to replicate across the systems.
