I see comments about our government having a penchant for this but actually it's ANY dominant group that tends to perpetrate this kind of thing. Time and time again, we see this throughout history. Power. The corruption that power engenders on ALL levels. (Just look at school bullies, young women being some of the worst offenders, while others stand by.)
