I like the idea of having a tiny thing that just manages PRs. I was wondering why not just transfer the patches via "the usual" git+ssh protocol, rather than the potentially slightly more cumbersome patch export route?
Great question! This one is tough since not all files can support inline comments. I think at that point an adhoc commenting system is warranted. It's not perfect, but should mostly work.
