You have to take the back portion off..You may need a Phillips head screwdriver to do this..Once it's off you fold one portion of the thread back so it will go through the slot easier..Will pop right out..

I just pushed down the strap head with one finger while wiggling it out with the other hand, it worked, (i do not have a screwdriver at hand). I hope it helps to the ones in my situation.
Couldn't even get to step 2. And I am getting the sinking suspicion that Graco stopped selling my model for it not being disassembly friendly.

My straps ripped when pulling out the lower webbed straps. Stupid design by Graco on this part of the cover

No it does not work to just pull the lower straps out. Incredibly stupid design. I saw a comment saying to use a screwdriver to take the chair apart in order to get the cover off. That's ridiculous to have to do just to take the cover off to clean it .
