To be fair, as a German I know owning a building under "Denkmalschutz" (Monument Protection) is a pain in the a. You have to follow very strict rules and use special material and parts to build and maintain what is much more expensive. You also can not change anything even if it would be a logical thing to do. Like I know people got denied solar power on their roofs or one incident that was on TV where multiple homes basements got flooded so they wanted to raise a fraction of maybe 1m (3 feet) of a >100m (300 feet) wall by like half a meter (1.5 feet) to prevent flooding and another six figure sum of damages in the future but the Government office for memorial protection said it would ruin the over all impression of the monument, so no. Btw I was on vacation in Denver last year and went to South Park (Fairplay), Colorado to see some old US building. It was pretty cool there
