I saw a bloke recently steal half a dozen bottles of washing liquid from a Poundland. If they can get a couple of quid for it they will. I even had my car broken into years ago, and they took an old vape pen and about 36p in change.
This happens to me alot at my job. They will steal things as you watch and they're counting on you to not have the guts to confront them. I always do...b/c it's good customer service to help them properly ring up all their items. It happens less often now. Repeat offenders go where it's easy for them.
Sometimes I get shoplifting or attempted shoplifting incidents where I volunteer at the Barnardo's charity shop in Boston, and even people trying to swap stickers or taking them off completely to try and get a cheaper price than what they were originally priced at. It's the mostly foreign people and children under 10 that were doing it. There's a few customers that I have to keep an eye out for when they come in to shop, but there was a child that Carol the manager banned from the shop because she was shoplifting unless she was accompanied by her parents.

Usually someone would have to take the goods beyond a point where they can pay & attempt to leave the store before they commit an offence. He could still say he was going to pay for the items even though he most likely wasn't.
It's only shoplifting once they have left the store and not paid for them. Technology he is still in the store and not shop lifted. Yes he had items in his pockets but still not committed the crime fully.
Police will arrest them and takes to the police station where they will ask the person name address and they will give them warning. And let's them go within a hour and by the time it's evening or night they are again shop lifting another store.

In the US what he did is not a crime as he didn't leave the premises with the merchandise. It becomes a crime when one goes out the door without paying and a judge would be duty bound to dismiss any charge and admonish the arresting officer who made the unlawful arrest. Next time wait until the person actually leaves the store without paying.
Only this isn't the US, it might seem incredible to you, but your laws don't apply anywhere but your own country. Going equipped to shoplift and concealing upon your person constitutes a crime. You do not have to physically leave the premises, although that helps and adds to the rap sheet. I'm sure this will help further the cause that only the US is free and we subscribe to communism or some other nonsense, here in the UK.

Nor do these store staff have any legal authority to search you or ask you to turn out your pockets. In fact this guy could potentially sue this store for damages. I caught a guy putting a jar of coffee in his bag, he was all apologetic and said it was he did have money for it so I gave him the benefit of the doubt and let him buy it. A couple weeks later I caught him putting chocolate in his bag, this time he ran but I caught him and he gave em back.
