    I think this is too late, but I had the same question, so after consulting solidworks bible i came to conclusion that in context designed are meant to be fixed, or related to some parts. Meaning in context created parts will only change if the related part changes. Hope this helps

    Actually i just figured it. when you press on new part, SolidWorks prompts to choose a face or plane to begin the sketch on. When you select the face or plane to place, SolidWorks places the front plane of the new part on it, opens a new sketch and adds an InPlace mate to the assembly. the"InPlace" mate is what is holding you from changing the position of the newly created part. delete it and you should be good to go.

    @JonBanquer get the solidworks bible it has lots of examples and lists the positives and negatives of almost every tool in solidworks.

    Did making this new part in context add mates automatically?
