Shockwave, despite being in my opinion the best Generals mod, is unfortunately no longer developed, but Evolution for RA3 continues to push the boundaries of the RA3 engine, and it needs all the support and coverage it can get. And if only the Chaos mod got more popular before it died - just imagine a Chaos mod for Shockwave...
