The last clip of the bicyclist. The biker is indicating he is slowing down. That arm to the side and down is the sign for slowing, has been for well over 100 years.
He should have moved his arm up and down to make it more clear, but yes, arm out and low with the palm flat is slowing. Arm out high with the palm vertical is turning. He really should have been giving a signal he was turning, though, because slowing down is an accepted part of making a turn. The slowing signal is intended for slowing or stopping without exiting the carriageway.
