Well if you alrd have c1 neuvillette you can use Charlotte because she kinda good at CRYO aplicator to many team while Layla is good to but she only use for Shield but for CRYO app she kinda meh to me his burst sometimes target the same enemy making it hard to freeze other enemy
It depends on your preference. If you need a shield, Layla is a good choice. Charlotte works well with Furina as a healer. if you want to see higher damage, you can play with kachina or ororon with cinder city artifact
