For wifi only Ipad issues, there is no mobile data setting. try settings, general, transfer or reset iPad, then reset network connections. That did it for me.

Mine is pretty easy and its working!
Just change your router settings from wpa2/wpa3-personal to wpa2-personal. After that, disconnect and forget that wifi network from your device and reconnect.

You can try turning off your WiFi, then go to the date and time on your iPad, change the date two weeks forward, turn on your WiFi and check if you'll be able to update ✌🏽
