He agreed to her deal cause he knew she couldn't beat him there was no spell that could do any more than stun him that she knew, and she seemed willing to subjugate herself to him. After all those marks aren't meant to be used on anyone but dirty witches.

This scene is a perfect demostration of his insanity and ego: *Insanity: He thougth that if a 14-year-old backed his claims, people woukd believe him. *Ego: Even hearing that witch hunters are not a thing anymore and that he would be deemed as crazy didn't make Belos at least assume that humanity's views on witches and magic have changed. He still thougth he would be praised. When the truth is that, if he somehow proved his claims to be true, onky three scensrios were likely: A) He would be treated with justifued scorn and disgust. B) He would've been arrested and taken to federal jail under charges of genocide, murder, infanticide, attempted infanticide, political coup, fraud, illegal cloning, etc. And there, hevwould be treated horribly and possibly even *killed* by his inmates, since even criminals in jail see hurting children as going too far. C) Straight to the electric chair. Addmitedly, he couldn't have considered those specific cases, but the fact that he was still expecting praise even afyer hearing witch hunters don't exist and people don't believe in magic these days shows how fame-hungry he was that blinded him of what should be obvious.
Bonus Scenario: If Belos still retains his mutation, he'll be imprisoned by the government where a team of scientists will perform inhumane experiments on him SCP-style.
He presumably isn't sexist or racist against humans which is something. But that's not as much accepting as I would say tribalistic. Being in the Boiling Isles only reaffirmed his own biases after his brother was "tricked" by a witch, after he was outcasted by them, and every times the witches "corrupted" his newest grim walker. Belos is a narcissist, he will warp the event around him in anyway he has to so that it fits in his worldview
This scene shows Luz at a true low point and how much power Belos has over Luz. Not just physically, but emotionally. She knows exactly how to manipulate Belos, which amuses him. She even admits that Belos was once the Phillip she helped, trusted, and looked up to. She hides the branding glove behind her back, just how we saw him hide his own knife from Caleb. And of course, she uses Belos's own coven system to defeat his human form. There's a lot of similarities between the two, and I'm glad Luz was able to distance herself from Belos in the finale.

If you think about the context of this scene, Belos was never going to keep his end of the deal. He knew that once the spell started it couldn't be stopped without the Collector. He was probably going to drag Luz through the portal and force her to help him. But Luz knew that and tried to force his hand, as it were.

I see both Belos and Lila from "Miraculous" as literal psychopaths. But if I had to specify their category, I'd say Belos is a narcisistic psycho, since he sees himself as a hero, while Lila is a sadistic psychopath, since her only interest seems to be to have fun in watching others suffer while she's in control and getting her way in things.
Knowing Belos, he would find a way to try and manipulate people into thinking all these modern things are "abominations" and would then have find himself in another "fight" for his hero complex.

Note that she exhales when she reveals the hand but doesn't inhale again until she drops the spell.
My best guess is that she improves the spell slightly so that it would only dispel if she released her full breath.
