Waist measurements divided by 2 minus 4
(i.e 32/2=16 - 4 =12) elastic length =12
if you fixing all round waist measurement - 8 gives you your lastic measurements..

No you only subtract your wasit band ms when cutting
reasons because you aren't cutting the band together with the main pant
Note the band is also part of the crutch
You can decide to separate it or cut it together (i.e without a separate band) I hope this helps ❤
