While visiting religious sites (temple/mosques) I would recommend dressing modestly. For men trousers and at least T Shirt with sleeves. For ladies, trousers and long sleeve tops and for mosques, a scarf to cover the head. As for tap water, Penang's water quality is one of the best in the country. But then visitors are still advised to drink bottled or boiled water.
