Sort of. SAS10 was owned by the Robert Holmes A Court, who also owned TVW7 in Perth. Meanwhile, ADS7 was owned by a group headed by current Seven West boss Kerry Stokes, who went on to win the Channel 10 licence (NEW10) in Perth when they finally got a 3rd commercial channel. The former fell in behind Seven (and later sold out to Qintex before they went breasts-up), the latter committed to Ten and thus the two agreed to swap channels and affiliations in Adelaide to match.
Regardless of quality, still an important historical document.
