Algorithmic intelligence probably fundamentally cannot conceive reality, which is structurally continuous, because of its discrete; linear modality for thought.
So the answer to this question is it’s like asking whether a calculator is smarter than a person. In other words it depends on the definition of “smart”, and excluding consideration of some specific circumstances the answer is “definitely not”.
