The health insurance companies in The Netherlands are "non profit" organizations by law, most times part of a larger insurance company. They are allowed to have financial reserves that have to be put back in healthcare later. When a person in The Netherlands has a low income or lives on social security or is homeless, the social security will give so much benefits the person will have a standard health insurance... so expensive? Everybody is able to have health insurance in The Netherlands.

You gave wrong info. The 106 card is for the EU care cover you if live in the EU for less than 3 months, after that is not valid anymore
