@Shanks LeRoux Garps was rival's with the blooming pirate king. There's a reason why they call him garp the hero, he stopped the strongest pirate crew in the old era the Rocks pirate. That says a lot but if that isn't enough Oda said himself in a interview in 2012 that Garp was the strongest marine at the time during the Marine Ford arc.
