You are right. Since India does not use military power to achieve economic objectives ( like for ex USA), these seem like excessive. But we live in dangerous neighborhood and it has become a question of survival. Without the country's survival there is no farmer or no future. Economic opportunities come to stable, strong nations so i guess this investment will result in prosperity indirectly too.
