For rifle cartridges I’d recommend the Lyman ‘M’ dies for giving a slight expansion to the case mouth. The ‘M’ die produces a parallel expansion to the case mouth (say 1/16” deep) over an above the the normal neck diameter. Even flat base bullets sit in this nicely but it avoids the greater degree of flared expansion of the case mouth that normal taper expanders produce.
The depth of the parallel expanded section can be adjusted.
After seating the bullet there’s no noticeable remaining expansion to the case mouth thus avoiding the need to use a crimp die to iron things out.
