Excellent advice, one thing I try to practice is not flying over the same area without gaps. Meaning I take off from my home and I'll head Southwest one day then a couple days later I'll head Northeast and then switch it up each and every time so that people really only see me once a month. I know most people enjoy watching but for those who don't it's not as big of a nuisance.
I want to like the message but imagine you're talking about an electrician from the power company. He knows what he's doing, he has the tools, but to Joe Shmoe it looks like he's going to get himself electrocuted. Under your interpretation, he can't do work because an ignorant person frets? Yeah, don't fly over houses at dawn, don't be a hazard. But the rest of this stuff about catering to the most ignorant person with eyes... no thanks.
Hazardous operations are in the eyes of the beholder. With that said, I am not going to stop doing acro because "it looks scary". There are many times where pilots should use better judgement so paramotoring isnt annoying and looking bad in the public eye.
§ 103.15 Operations over congested areas. No person may operate an ultralight vehicle over any congested area of a city, town, or settlement, or over any open air assembly of persons. Not that I think you should but where do you infer that this means flying over one person? If that were the case, the final part of the rule would not be necessary. Well said, I come off very harsh when I bring these things up with people, which I'm working on, but you nailed it.

Was wondering the same about a congested area being one person. How would we ever be able to cross a road? The language doesn’t say one person.
