For anyone who is curious as to whether or not this confusion is the case or not, it absolutely isn't. Water boils when it reaches its boiling point, and there is nothing suggesting an acceleration of temperature increase that is larger due to starting out as a cold temperature. If it is possible to produce this effect, it isn't by just boiling cold water alone.
