I agree that starting with Project and Business Requirements is important. A key question is - "What are you trying to achieve with this project - in terms of your business objectives?". For example - people often tell me "We want a website". What they actually want / need is- something like - more sales - or more sales in a particular market - etc. ...... A website may be (or not) part of the solution and become a project deliverable. Equally the business aims may be achieved in some other way - an improved social media presence, better product packaging, a marketing campaign through both online and offline channels. Once Business Requirements are agreed Functional Requirements can then follow. What do you think .... ?

Based on your example, website is one of the projects for a Project Manager :) and it is one of the "Product" for the business owners or the stakeholders for more the sales or to spread the market. Website may not be the only project to increase sales; how do we truly know if a solution we're working on is right for the stakeholders? Typically, more elaboration or discovery is required. That's why elicitation and analysis of requirements is very precarious. Ex: Though primary business of Amazon is an ecommerce or online retail shop, it has multiple projects or stakeholders from several other departments such as: Product Management, Product Delivery, Customer Support, or Vendor management. So website (product) is been constructed keeping other products in loop. As stakeholders have ideas, developers have ideas, everyone has ideas. But the actual business objective or goals can be reached in the magic of elicitation and analysis. Amazon is successful only because all other projects were successfully implemented.

If it is a requirement change, not in all types of SDLCs we can change the requirements, it dependents on the type of SDLC we implement the project. For example: If it is Waterfall you cannot make any requirement changes at any point of time. Good question! Requirement gathering is classifed under two phases of Software Development LifeCycle (SDLC). Business Requirements come under 1st level of SDLC and Business Analyst is responsible to gather them. System/Technical requirement comes under 2nd level of SDLC and System Analyst is responsible to gather them. However you never know who will take over these responsibilities, it all depends upon the project budget and timeline. Good Luck!

I guess you are confused - Functional Requirement defines "HOW the application works or the steps to perform that Task" In other words "WHAT the application must do, to perform the Task" For example: Lets consider we are building an e-commerce portal Business Requirement: "Customer should place an order on the e-commerce portal" Functional Requirement: "How the customer can place an order" - Customer need a valid email ID. (He cannot place an order with just an email ID) (Technically it has to be valid) - Customer need to signup on the portal - Application should validate the customer by sending an activation email (Data manipulation) - Finally customer can place on order when he becomes active customer. So this is HOW the application works to take an order. Non-Functional Requirement defines "How the application PERFORMS" such as: - Response time, Scalability, Security, Stability, Compliance, Efficiency, Effectiveness, Quality, Reliability etc... BA do not require any technical expertise, however I recommennd my folks to learn SQL basics. BA is all about communicating with stakeholders keeping policy and procedures in mind.
