The movie tells the story of Chu Liuxiang, a newcomer to the martial arts world who aspires to become the "Thief Chief". Meanwhile, a ronin from the East named Tian Feng Shisi Lang covets the Shenshui Palace's "Heavenly Water," intending to use it as a powerful weapon to invade the Central Plains. In the process of multiple confrontations, Chu Liuxiang and Mu Qianyu become entangled in Tian Feng Shisi Lang's conspiracy and become targets hunted by the entire martial arts world.
