Probably Namiya - 160,000 were evacuated. Funny thing is the area was green washed and the residents can return (they just don't want to due to fear of radiation) security is there to prevent access by non residents to prevent looting.
It's been safe for years - so, many people did get their few items that they cared about. But given Japan's outrageous fees for waste disposal (and restoring cars) , it's easier to use the excuse of "radiation" that society and the government gave them to just abandon it without any repercussions. And entire area of Akiya as it was easier to start over given the government's assistance programs. The average family of four received 90 million yen in compensation. It is slowly being converted back to farmland and usable lots, but literally a block at a time - they have to test and dispose of the topsoil a square meter at a time and it's extremely cumbersome work. 20 years from now, all that will be left is a small hot zone around the old reactor - probably build a Chernobyl type shell around it as well just to be sure.
Given that this is in Japan, the lack of looting and vandalism is not surprising. I've watched multiple urban exploration videos in that country and this seems to be a consistent factor across all of them. For some reason, this just does not seem to be a thing done overmuch in Japan.
The court system in Japan has a nearly 100% conviction rate - you are considered guilty until proven innocent, basically. If you are arrested, Japan's prison system is one of the worst on the planet. Because for anything less than murder, there is no jury. They basically extract a confession out of you or a plea of some sort ( as a non-conviction is seen as a mark on their records ) - then the judge decides what the penalty is. People comply with every single law because they legitimately fear the police's power to wreck their lives. There have been incidents of very minor things like traffic tickets getting visas revoked, even.
The really sad part is scientists have determined there should have never been any exclusion zones created at all. There just wasn't enough radiation to harm anyone.

Japanese people generally consider any home over 25 years to be old and worn out/junk. The government gave them several hundred thousand in compensation, per family. Add in the 50K+ bills to demolish and dispose of their old homes (non-burnable trash disposal is by the KG!), and they all relocated. A few came back, most went to the larger cities nearby.
