I have both those albums. The band doesn't wear the vacuum-formed styrene flowerpot hats. I think the originals are fiberglass or plexiglass

Yeah, it was... I've got a lovely Depeche Mode book with all kinds of stories, photos and fan club archive materials from the '80s and '90s, it was indeed a thing with both official and fan club merch via mail order. Meetups, mailing lists, call service... it was all there. It still is found here and there in underground scenes like post-punk, industrial etc. where bands are too niche to ever go mainstream and become enshittified by huge-ass labels sucking them dry.
