This is an insecure workaround, avoid it unless you don't care about the content you are transfering. This error usually comes from a poorly implementation of the FTP server.

if set the server to have implicit over TLS and then set that the same on the client site under the site manager, then you have FTP with a SSL over TLS done.

This is not really a solution because of the loss of safety. In my case I just forgot to turn off my VPN. When I realized and disconnected my VPN everything worked as a charme.
