Many people in Paris leave in July, normally, and go back sometime in August. My nephew is there, but he’s focused on an exam he’ll take next month, so it’s apparently not effecting many areas where regular people live.

Well, yes... and no!
Paris has been quite a good city to live in during the Olympics. Security was at the top, scammers have been pushed out of the city, and people were joyful... Of course for tourists not interested in the games that was not great, with many very touristy places transformed to welcome the games. And these modifications will last until the beginning of October.
