Excellent stuff! One idea for making certain the handle is centered is when putting your screws in the pipe set them at the right depth so they touch the sides and keep the pipe in the middle
you can use the carpenters square after filling it with concrete to make sure the handle is perfectly centered by checking for right angles before the concrete sets up

Anythig wrong with a dumbell with a little weight on one end? Seems to be the simple solution. Similarly a mace but with a cut down hollow barbell. Adjustable loading on both.
