Voles ate roots of 3 of my roses--so I put them in pots for rehab. Now I use wire mesh bags for all plants and put pea gravel around tops to keep Voles away. And I now put Vole poison in containers with small holes around my entire yard. In my experience, castor oil, garlic powder, hot pepper powder does not work at all.
