Because the easiest way to cause pain and suffering to others is to give people exactly what they wish for and watch how it causes suffering to others. People will slaughter one another to gain her power, and to keep it, and to wrest it from whoever may be abusing it. She can cause pain and suffering on a global scale, and all she ever has to do is whatever the person who is in front of her asks her to do. She knows that doing this only causes greater and greater death, destruction, and misery. By pretending she has no agency beyond the granting of wishes, she can make herself look like a good guy, or at least true neutral. In this way, she largely remains unharmed no matter how many times "possession" of her changes hands. She's the genie that grants wishes, so everything is just the fault of whoever it is that is using her power, not Tyr herself. That is why her power was sealed away such a long time ago, and why afterward people sought to undo her seal and gain her power. They always thought she was just a tool to be used. They never realized that they were playing right into her hands. However, when she's finally confronted by someone with the power to genuinely hurt or kill her, she drops her act and shows herself for what she truly is: A monster. A vile and horrifying monster who lives to see the suffering of others. A monster that the world would be better off without.
She was basically a harvester by making humans slaves of their "own" desires. Provably a descendant of Yuna's(BoFIV) horrible creations label as "gods".
One thing I noticed when I played this series a long time ago, the Power of the Brood is progressively fainting through the games. In BoF 1 you can literally hold your most powerful transformation and Face the Last Boss as equal. On BoF 2 you can no longer hold such power for too long as I remember. On BoF 3 you can only hold your lesser transformations, the complete Kaiser Dragon Transformation was only possible for a short moment while executing an attack and to do that you had to be on that "super saiyan" mod that consumed a ton of MP. On BoF 4 you could barely hold any transformation at all and even the Kaiser Dragon Power was broken in half between the Villain and the Protagonist...
They nerfed Ryu for sure. Also BOF 1 you have super forms from combining teams of say Karn, Bo and Rahn for a powerful centuri. In BOF 2 it returns as shaman forms and BOF 3 you get something similar but nerfed except for battles only making the super forms almost pointless and seen only as a skill in fights rather than a permanent transformation.
If you don't use Agni, she stays in her child form and keeps doing a 75-damage single-target move, while casting blizzard every 3 turns (105 damage on all members). If you actually take your time to take off all of her health like this, you get the bad ending.
I don't think you can even fight this form without the Agni ability. So really, this boss is pretty poor since it's just a 1v1 and relies solely on just healing and doing the same attack. I just finished this game for the first time and man, the final bosses really did suck because of this. Was basically like the very first boss in the game.

It takes 30 hits in Agni form after her initial hp is fine to kill her. (Yes I counted).

BoF2 is harder imo. BoF5 can also be difficult.
