I grew up in the 90s and 00s (but more 00s than 90s), and none of our neighbors ever called the police or CPS on our parents for letting us play outside without an adult. Granted, we lived in a very safe neighborhood, where the crime rate was basically as close to zero as you could get, and the neighbors who knew us knew that my parents were by no means neglectful or inattentive. My brother and I would even sometimes play on the jungle gym outside, while our parents worked in our family's greenhouse business.
