I like the idea, but your bolt is not long enough to be using a lock nut. The threads need to go all the way through the nylon portion of the nut. Instead, I recommend drilling a hole through the end of the bolt (about a quarter inch from the end), then use a castle nut and cotter pin to lock it in place. But, I really like the idea. I can see myself doing it to my trailer this coming fishing season.

A longer bolt and tighten the nut against another nut would leave room for the wheels to spin on the axle. You could also put 1/2" pipe or all thread into the T and a handle on the other end of it to pull and change direction easily.
