The chocolate cake needs no powdered sugar in the frosting, since the chocolate already contains sugar. Same goes for the batter that contains both sugar in the flour and maple syrup in the liquid mixture. You really can do without so much sugar, I promise it's gonna taste pretty sweet anyway.
The powdered sugar in the frosting also provides structure and glossiness since it is dairy free (like with a cream cheese frosting you’d need less powdered sugar). Powdered sugar is often mixed with starch/thickener like cornstarch which helps the texture. If you want less sugar you could use high % chocolate that are usually low sugar or no sugar.
