I think you've thinking of The Next Episode, by Dr Dre and Snoop Dog, mixed with Regulate by Warren G. It doesn't match either of those on their own, but a combination of them.
Regulate is actually a sampling of Michael McDonald’s “I Keep Forgettin’.”
The groove of Rock DJ is in there somewhere too, and Hard Knock Life...
The opening/chorus riff sounds a lot to me like Oh My God from the Kaiser Chiefs, wasn't the particular riff you're talking about not being able to remember, but still, seems there's lots of 'inspiration' going on in this one.
To me, the part you recognised could have been the start of Ren's 'Ballad of Jenny and Screech'.

Hi Justin, absolutely love the videos, it’s amazing to watch someone who has been and currently still in the music business talk about it in such detail. Just wanted to ask a question not sure if you’ll talk about it in a future video but I just noticed that “I believe in a thing called love” is up a step in G on the music video but, in F# on the original recording. I only noticed while playing along to the music video and wonder if I was tuned a step down. Just wanted to know if there was any particular reason or if it was by accident. Love the vids . Cameron 🤘
I actually really enjoyed the song but also I’ve been really depressed and never leave my room so it kind of spoke to how I feel in the moment. I used to not enjoy his music but idk it’s really grown on me

I believe the song you are reminded of is "Can't Hold Us Down" by Christina Aguilera and Lil Kim. They (or more likely their production team) probably did "get the inspiration" from somewhere else too though.
I'm pretty sure that "Dr. Dre ft. Snoop Dogg - The Next Episode" was the song you were thinking about, most specifically the "La-da-da-da-dah" part.

The fact that so many people in the comments find different songs familiar to this is really quite fascinating. Every artist has influences but some are so blatant! Not that anyone cares but I heard Snoop Dog and Dr Dre - The Next Episode too. I also often default to a Northern accent when I think I'm being hilarious.
