The Betty that you see in Vault 33 is the same Betty you see in the office who greets Cooper and introduces him to Henry/Hank. Barb is much higher in the company, she's either a senior executive or an executive of a specific division of Vault-Tec. If you remember Ms. Williams (aka Moldaver) told Cooper, when he went to the meeting at the cemetery building, that his wife's division swooped in and bought up all of the companies she (Williams/Moldaver) had worked for then shelved her development of cold fusion. Barb would not be in vault 31 because that is for junior executives called "Buds buds." As for Moldaver being over 200 years old as is Hank, she probably had access to a cryo-pod. It was probably Vault-Tec's intention to drop the bombs WHEN their plans were ready for that event. However, some other entity, probably China, dropped the bombs first.

Late to the party, as usual... I feel like it's subtly hinted, in short clips only, that Moldaver and Rose (Lucy's mom) were in love. Which is a possible reason for Moldaver to keep Rose around, even after she became a ghoul. I could just be hoping, because I love a subtle, unspoken romance. 😍
I dont think Betty is barb because you can see young Betty as secretary for Barb. She introduces Henry/Hank to Cooper when Cooper says Thanks betty or something like that.
The Brotherhood are BAD, as a player of the game they are A-holes. Moldaver is not bad the series just tried to make you think that. Moldaver had nothing to do with Vault-tec she hates them. IMO Moldaver is the current head of the New California Republic, the observatory is the NCR's headquarters as shown on the flags and banners. How is Moldaver still alive? IMO the same way Lucys dad is still alive. She had enough money to build her own vault and cryo pod. Oddly Hank nuked Shady Sands which was founded by the people from Vault 15 and was a vault-tec plan. Coopers wife would not be in Vault 31, that vault is for junior management trainees, Barbara was clearly upper management.
