I have always chosen this area to build a base from the early versions of the game :)) Here have anything i need. Food, water, town and even gas stations.
Yeah it's a great location for pve or role-playing. Pvp it could get crazy because it's centre map. Also up in c3 close to the river town.

I have good news for you. Scum is coming to console brother. This will happen when the game is fully released. Which is V1, we at V0.8, 0.85 is around the corner. Give it 2 years maybe.

Obviously late, I only discovered that this game exists - but I'm all about building. I love seeing cool and unique builds in game.
You need to give this game a try brother. You can play it as normal or if you want to explore the building, 1 can use god mode to create fortresses.
