I'm not sure what media you are seeing but western main stream media has been showing the violence of the protesters, before the water cannon started to be used, and they never speak of the lawful protesters. This is an internal Chinese issue. No mainstream media interviews protesters. I worry your assumptions may be misguided.

Many Hong Kong police are actually Guangzhou police borrowed from China because we don't have enough and Chinese soldiers are refraining due to political reasons.
