It's because Ireland is in the Northern Hemisphere with the Jet Stream bringing the rain and winds in from the Atlantic Ocean.

Mostly in Dublin it’s all tourists. Temple bar is the famous area. Have a look at some other videos we posted for more to see of Dublin.
