Now the question arises that that he gives 30 years of his service, but he can accumulate only 300 days whileas extra ones stop to count. As u said leave preparatory to retirement could be availed for establishing business unit will it covers under rules as the employee has not retired from government services on the date of availing leave preparatory to retirement plz comment.
This is the leave titled as Leave preparatory to retirement ,means on this leave, a G/s has to prepare for his post retirement life which includes setting up of business etc as well.

The way earned leave is allowed to non vocational department employees, it is not applicable on the employees(teachers) of vocational department bcoz they are entitled to winter vacations. However, if any such employee joins back atleast 15 days before the expiry of vacation period, he/she is entitled to one month earned leave. Mention needs to be made that she/he should join only on official orders. Besides, if joining time is not availed, those unavailed joining days can be credited as EL in thier favour.

This must be a joke... Firstly there is no such entry in service as to how much leave is in your credit Secondly max earned leave an employee can is 300, so the question of 400 is out of thoughts even.

Reply to point no.1 Means join krnay k baad jitni half pay leave credit hogi during service, pehlay wo us me se qarza utarayga jo usnay advance me li hogi...thorough a proper half pay leave a account and uski entry b service book me hogi... Reply to point 2: A. Earned leave during service u can avail upto 120 days in one span, but name as LPR u can avail all the days at credit. B. Earned leave u cn avail at any time but LPR just during the last year only. So it is earned leave allowed to avail at the fag end of service and upto full. Hope questions are answered.
