Grounding and neutral bonding has always been confusing for me, since I always thought bonding of the neutral and ground must to be at only one place. Here the two are tied together at both the meter and also in the gutter under the two identical panels, with conduit bonding bushings tying all panels together, too. No matter, the whole thing is continuous. Other references I found described isolating the frame of the meter (grounded to neutral back to transformer) from the frame of the first panel (neutral and ground bonded together only there). Maybe it depends on the local electrical codes?
Your right it’s not confusing just because the job look nice it is not right that bounding in the gutter look wrong. The neutral should be in Polaris taps and the ground should only be on the ground bar in the gutter. But in reality everything is mechanically bounded.
@@joejoe6949 my local inspectors like to see it only in the wireway, its the first point of service and the neutral can be bare all the way to the main after that it has to be insulated.
I just want to add one quick note. It looks like you are paralleling your main bonding in the gutter and disconnect. Also since your paralleling in the gutter, that equipment grounding ( green wire) going to the meter will have current.
I think you ground wire is set up for only 200 amp instead of 400 since you’re paralleling wires. In other words your ground wire should be for 400amps instead of 200
Thats going to building steel or metal waterline. Only need #6 to ground rods and #4 to ufer and only a single #3 for 400 amp service. In 45 years never had to run parallel grounding on a service.

You can only main bond 1 time at either the meter or main panel
