Dragon King Greataxe stays the highest damage output as far as I could tell. The demon's greataxe/machete is next. If you have the Prepare to Die Edition then Dark Bead and Manus Catalyst makes one-shotting bosses a joke.
Dark Bead Manus Catalyst 50 strength 50 int, red tearstone, power within and if you tumble buff glitch on the crown of Dusk while in dragon form plus the dragon roar buff, Dark Bead does 13k+ damage

I'm in the highest rank of the Dragon covenant, but when I transform, even after using the roar, only the power of my punch is increased. Weapons don't seem to be more powerful. So, why is this guy using the dragon form? Maybe dragon weapons become more powerful with the roar? ( Ps: How much is the red stone ring actually helpful? How much does it increase the damage output?)
Ranking up in the Dragon Cov only increases the damage of your Head Stone and Roar AR increase. The Roar, increases your Physical Attack Rating by I believe 30% at Rank 3. So using this just before an attack, as the buff lasts only about, 5 seconds, is crucial to getting enough damage. RTSR is also a very crucial thing it increases your AR by 50%.
Year late, the roar does increase damage, and the red ring gives 50% damage. Better to hit them on a counter (they hit then you hit, but don't get hit..... Complicated...)
There's some speculation that they're both actually illusions of Gwyndolin, same as Gwynevere and everything else in Anor Londo aside from the Silver Knights/Painting Guardians. If not, and they're the real deal, then Smough is a Giant that fought for Gwyn (but was considered too sadistic to be knighted). And Ornstein is a member of the same vaguely unspecified race of human-like 'divine' beings that comprises Gwyn and his family, the knights of Gwyn, and the Chaos Witches in Dark Souls.
Despite having no stat scaling, it still out damages other weapons at my current level. It only has a base damage of 570 but that shockwave has it's own damage that is increased by the buffs as well. So in this case it's all about doing the most damage.
So even if you appear to hit them at the same time, taking their life to zero, only one actually dies. I hit Smough and the shockwave was enough to kill Ornstein, but it only counted Smough's death. I tried it a dozen times and still only one actually dies even if both have zero health.
Beating someone in a duel in that covenant (or dying simultaneously) gives a scale, and they can drop from the blue drakes in the Valley of the Drakes.
Because nothing is broken. he is essentially a glass cannon. He might wreck everything up, but he'll be dead in 20 seconds. (ignoring any healing/redamaging to get under the 20% again) power within takes 1% of his HP per second. he needs to be under 20% for the ring to work. And the buff from the dragon stone only works for 6 seconds iirc. He has to be fast (even faster for PvP) before he dies and he has to start over.
Don't get me wrong but the one shotting challenge is more just useing darkmoonblade dragon roar power within and red tearstone ring on every boss rather than anything hard
I have noticed these type of things only work in the first 2 playthroughs of the game cuz once u hit the third the bosses HP buffs make it impossible. 3.5k damage is only like half their health bar : / but this is still awesome lol

The dragon stone does have a damage buff on it when you use the roar skill (about 25%), it's just that it lasts a few seconds.

Dragon king greataxe can be and I think one other, but most dragon weapons cannot be buffed.
In this video I'm SL 84. I'm a little over leveled because I need to up my STR and Faith to maximize damage with Demon's Greataxe for later bosses.
