      Normally the glaze is added after the first (bisque) fire usually to about 1000C. Then fired again to 1280 C which is when the glaze melts and becomes glass like

    Can you make clay tile without a kiln

      No, you cannot make clay anything that is durable and water resistant to any degree without firing it. You can build kilns yourself or buy ready made ones that use electric power (oxidizing) or gas fired (which can be reduction fired) woodburning etc.
      The type of wear and tear the tile is supposed to take decides the material and degree of temperature. Regardless of glazeing or no glaze. Unfired clay breaks down immediately into soft clay again if only air dry.
      Furthermore only some types of tile can stand up against freezing temperatures.
